Israel produces physical technology at a rate its own market cannot absorb. Mexico has the industrial economy to absorb it, and almost nothing connecting the two.
Agriculture, food and water take around 11% of the Israel Innovation Authority's own investment, but roughly 1% of Israeli private early-stage capital. Not because the technology is weak — because it is harder. A water company needs installations. An agtech company needs farms. An industrial company needs a factory floor. These companies do not only need money. They need somewhere to deploy.

Israel's venture market runs on proximity and relationships. Access to the companies worth backing is earned over years of presence, not with capital alone. The Mexican groups that got in — Orbia, CEMEX, Bimbo, Cantera — did it by opening their own offices in Tel Aviv.
